The 2025 89th Legislature Session is Underway

RCAT Legislative priorities during this session (click on the bill number links below to see details):
HB 3344 (Curry) – Licensure for Roofing Contractors in Texas
Protecting homeowners and leveling the playing field for reputable contractors.
• Creates a state license for reroofing contractors through the Texas Department of Licensing and Regulation (TDLR), promoting professionalism and accountability in the industry.
• Establishes fair standards including insurance, bonding, and advertising disclosures—similar to existing requirements for electricians, plumbers, and HVAC professionals.
• Empowers law-abiding contractors by ensuring fly-by-night operators can't undercut bids through fraud or substandard work.
• Enhances transparency and consumer trust with a searchable online database of licensed roofing contractors.
• Protects property owners by requiring written contracts with clear cancellation terms and license disclosure.


SB 2020 (Campbell) / HB 3089 (Tepper) – Repeal of Sales Tax on Commercial Property Renovations
Encourages investment in existing Texas infrastructure by removing disincentives for renovation.
• Repeals the sales and use tax on real property repair and remodeling services for non-residential
(commercial and industrial) buildings.
• Removes a discriminatory tax penalty on renovation, which currently makes it more expensive to improve existing structures than to build new ones.
• Promotes economic development, property reinvestment, and revitalization of aging commercial buildings across Texas.
• Modernizes the tax code to reflect the real-world costs of property maintenance and improvement, especially in underserved or older business districts.
• Levels the playing field for contractors and developers by encouraging adaptive reuse and long-term investment in Texas real estate.


SB 1036 (Zaffirini) – Residential Solar Retailer Regulatory Act
Protecting homeowners and contractors from deceptive solar sales practices.
• Requires registration of residential solar sales companies and individual salespersons with the Texas Department of Licensing and Regulation (TDLR).
• Establishes standardized contracts and mandatory disclosures to ensure homeowners receive clear, accurate information about costs, financing, and installation.
• Prohibits deceptive practices such as impersonating utility companies, misleading claims about energy savings, and signing consumers into long-term contracts without full understanding.
• Guarantees a 5-day cancellation period for solar sales agreements, helping prevent high-pressure or fraudulent sales.
• Creates enforcement tools including civil penalties, refund authority, and enhanced penalties when seniors are targeted.


SB 2864 (Creighton) – BIPV Clarity Bill, Building Integrated Photovoltaics Installation
Modernizing regulations to reflect new solar roofing technologies.
• Clarifies that roofing contractors may install photovoltaic roofing materials (BIPV) without needing an electrical license—so long as they do not connect the product to the building’s electrical system.
• Prevents cities from overregulating BIPV roofing installations, ensuring that roofing contractors can make homes watertight promptly—which is especially critical after storms.
• Distinguishes between roof installation and electrical connection, streamlining permitting and preserving safety by ensuring only licensed electricians connect BIPV systems to a structure's electrical system.
• Resolves regulatory confusion that has led to inconsistent enforcement, permitting delays, and contractor penalties in cities across Texas.
• Supports innovation and energy choice by enabling broader adoption of BIPV products, benefitting homeowners, contractors, and Texas’ distributed energy goals.

RCAT ROOFING DAY IN AUSTIN 2025

RCAT's Biannual Roofing Day in Austin was held at the Capitol April 3, 2025 and was great success! Our 40 industry leaders in attendance had the opportunity to hear from Representative Pat Curry on his path to becoming a legislator and the importance of advocacy as well as receiving an update on RCAT’s priority bills from David White, RCAT's lobbyist (see full list above).

After the speaking portion of the agenda, attendees spent the day meeting with over 25 legislative offices to talk about the priority bills and share their experiences as roofing contractors in Texas.

Roofing Day in D.C. 2023 was held April 18-19, 2023 with more than 220 attendees representing 33 states and the District of Columbia. Participants took to Capitol Hill to discuss workforce challenges, pro-business tax policy and funding for the Department of Energy’s Building Technologies Office. RCAT's President, Ty Smith and Treasurer, Jeanne Curtis were among those in attendance. They met with key industry leaders and several lawmakers including Senator Ted Cruz during the event.

“As the roofing industry faces ongoing challenges, it is more important than ever for industry professionals to interact with lawmakers face-to-face to share information and concerns, and that’s exactly what happened here,” says McKay Daniels, NRCA’s CEO. “In one day, roofing professionals attended more than 170 meetings with congressional leaders and their staff. Thank you to all who attended this significant event.”
